Change your phone's time to Hawaii, then open Ingress. The tasks should be there. You can change the time back to auto, but if you close Ingress the Second Sunday tasks will be gone again.

Pretend you are in Hawaii and go complete your bounties. If you are already in Hawaii...good news! You do not need to pretend.
